Well , to run Joomla or any other CMS locally , we might use XAMPP. It's a composite pack that auto-configures all relevant Software/Components and configures them as 'One-Click- services. The components namely are : Apache, MySQL, PHP + PEAR, Perl, mod_php, mod_perl, mod_ssl, OpenSSL, phpMyAdmin, Webalizer, Mercury Mail Transport System for Win32 and NetWare Systems v3.32, Ming, FileZilla FTP Server, mcrypt, eAccelerator, SQLite, and WEB-DAV + mod_auth_mysql.
Here's how you can get things moving :

You might turn off your Anti-Virus Program for a while. In my case it did not create a problem.Install the XAMPP Package on some drive other than C:

You might create an empty folder under D: (for example) and have an empty folder ‘XAMPP’ under it. This is where I Installed the XAMPP for myself. The Drive and Folder name could be changed as per your preference.
There you go. The XAMPP is ready for use.
Start the services and get it running. You might want to install a MySQL Client Tool (AQT, MySQL Workbench) to monitor database tables and Queries. That is optional though.
